Description

after hda-install is done, the system does not have hdactl running, hence the creation of the servers silently gets deferred until later.

unfortunately, this means that the hdactl daemon does not launch them because they are NOT specifically enabled.

it should be the other way around - only stopped (or not started) when specifically DISABLED.
