new bugs (and maybe updates) notification

Description
would be good to have the bot check the bug tracker every few minutes (like 5 minutes, not more often).
then get a message with a link when a new bug appears in the bug tracker
bonus points to also get update to bugs, not just new bugs.
this page could help for the updates on activity: https://bugs.amahi.org/activity
we use redmine and maybe there is some hook we can provide or something.
