After turning off the dns and dhcp servers, including unchecking watchdog and start at boot check boxes, then restarting Ubuntu both serers are restarted.

This is a bug in Ubuntu. The only way to stop the DHCP server from starting on boot is to comment out the start on runlevel [2345] in /etc/init/isc-dhcp-server.conf. The same would hold true for the DNS server I would think.

I feel we should disable the option to not start dns at boot.
for dhcp I prefer to have an option to switch it off though (especially when testing) guess we should see if we can find a solution for that one.

May just want to add guidance in the wiki to indicate how to disable DHCP. Not sure we can resolve this with the server feature.

The following will disable the DHCP server permanently.

sudo cd /etc/init
sudo mv isc-dhcp-server.conf isc-dhcp-server.override
sudo mv isc-dhcp-server6.conf isc-dhcp-server6.override

I also commented out the start on line in both as well, but should not be needed. Any upstart service can be disabled using the same method.
